हमारे मंत्री श्री रविशंकर जी, सरकार के काम का ब्योरा दे रहे थे, लेकिन मैं इस काम के लिए आपके बीच नहीं आया हूं। कोई भी इंसान अपने करियर में कितना भी आगे चला जाए, वैभव कितना ही प्राप्त कर ले, पद-प्रतिष्ठा कितनी ही प्राप्त कर लें। एक प्रकार से जीवन में जो सपने देखें हो वो सारे सपनें अपनी आंखों के सामने उसे अपने स्व-प्रयत्न से साकार की, उसके बावजूद भी उसके मन में संतोष के लिए तड़प, भीतर संतोष कैसे मिले? और हमने अनुभव किया है कि सब प्राप्ति के बाद व किसी और के लिए कुछ करता है, कुछ जीने का प्रयास करता है, उस समय उसका satisfaction level बहुत बढ़ जाता है।

मैं अभी प्रारंभ की फिल्म में श्रीमान अज़ीम प्रेम जी को सुन रहा था। 2003-04 में जब मैं गुजरात का मुख्य मंत्री था और वो कार्यकाल में मुझसे मिलने आते थे तो अपने business के संबंध में, सरकार के साथ किसी काम के संबंध में वो बात करते थे। लेकिन उसके बाद मैंने देखा पिछले 10-15 साल से जब भी मिलना हुआ है एक बार भी वे अपना, कंपनी का, अपने corporate work का उसके काम की कभी चर्चा नहीं करते। चर्चा करते हैं तो जिस मिशन को लेकर इन दिनों काम कर रहे हैं वो education का, उसी की चर्चा करते हैं और इतना involve हो करके करते हैं जितना कि वो अपनी कंपनी के लिए नहीं करते। तो मैं अनुभव करता हूं कि उस उम्र में, उम्र के इस पढ़ाव पर जीवन में इतनी बड़ी कंपनी बनाई, इतनी बड़ी सफलता की, यात्रा की, लेकिन संतोष मिल रहा है, अभी जो काम कर रहे हैं उससे। इसका मतलब यह हुआ कि व्यक्ति के जीवन में, ऐसा नहीं है कि हम जिस प्रोफेशन में है, अगर मान लीजिए की डॉक्टर है तो किसी की सेवा नहीं करता है... करता है, एक scientist है लेबोरेटरी के अंदर अपनी जिंदगी खपा देता है और कोई ऐसी चीज खोज करके लाता है जो पीढ़ी दर पीढ़ी लोगों की जिंदगी को बदलने वाली है। इसका मतलब नहीं यह नहीं की है वो समाज के लिए काम नहीं करता है। इसका मतलब यह नहीं है कि वह खुद के लिए जीता था या खुद के नाम के लिए कर रहा था, जी नहीं। वो कर रहा था लोगों के लिए, लेकिन अपने हाथों से अपने आंखों के सामने, अपनी मौजूदगी में जो करता है, उसका संतोष अलग होता है। और आज वो संतोष आखिरकार की जो मूल प्रेरणा होती है हर इंसान, कुछ आप भी अपने आप देख लीजिए, अपने खुद के जीवन से देख लीजिए, स्वांत: सुखाय, कुछ  लोग यह करते है कि मुझे संतोष मिलता है, मुझे भीतर से आनंद मिलता है, मुझे ऊर्जा मिलती है।

हम रामायण में सुन रहे हैं कि गिलहरी भी रामसेतु के निर्माण में राम के साथ जुड़ गई थी। लेकिन एक गिलहरी ने तो प्रेरणा पा करके उस पवित्र कार्य में जुड़ना अच्छा माना, लेकिन दूसरा भी एक दृष्टिकोण हो सकता है कि राम जी को अगर सफल होना है, ईश्वर भले ही हो उसको भी गिलहरी की जरूरत पड़ती है, जब गिलहरी जुड़ जाती है तो सफलता प्राप्त होती है। सरकार कितने ही initiative लेती हो, सरकार कितना ही बजट खर्च करती हो लेकिन जब तक जन-जन का उसमें हिस्सा नहीं हो, भागीदारी नहीं होगी तो हम जो परिणाम चाहते हैं, इंतजार नहीं कर सकता हिन्दुस्तान। दुनिया भी हिन्दुस्तान को अब इंतजार करते हुए देखना नहीं चाहती है। दुनिया भी हिन्दुस्तान को, हिन्दुस्तान लीड करे इस अपेक्षा से देख रही है। अगर यह दुनिया की अपेक्षा है तो हमें भी हमारे देश को उसी रूप से करना होगा। अगर वो करना है तो हिन्दुस्तान के सामान्य मानव की जिंदगी में बदलाव कैसे आये। मेरे पास जो कौशल है, सामर्थ्य है, जो शक्ति हो, जो अनुभव है उसका कुछ उपयोग मैं किसी के लिए कर सकता हूं क्या ? एक बात निश्चित है कि किसी ऐसे स्थान है, जहां पर कोई भी गरीब आए, कोई भूखा आए, तो खाना मिल जाता है। वहां जो देने वाले लोग हैं वे भी बड़े समर्पित भाव से देते हैं। खाने वाला जो जाता है वहां, एक स्थिति ऐसी आ जाती है, एक institutional arrangement है, व्यवस्था है, मैं जाऊंगा, मुझे मिल जाएगा। जाने वाले को भी उसके प्रति विशेष attention नहीं होता है कि देने वाले कौन है। देने वाले के मन में भी कुछ conscious नहीं होता है कि आया कौन था। क्यों? क्योंकि उसकी एक आदत बन जाती है, कोई आता है वो खाना खिलाता है, वो चल देता है। लेकिन एक गरीब किसी गरीब परिवार के दरवाजे पर खड़ा है, भूखा है, और एक गरीब अपनी आधी रोटी बांट करके दे देता है। दोनों को जीवन भर याद रहता है। उसमें संतोष मिलता है। व्यवस्था के तहत होने वाली चीजों की बजाय स्व प्रेरणा से होने वाली चीजें कितना बड़ा परिवर्तन करती है यह हम सबने देखा है। हम कभी हवाई जहाज से जा रहे हैं बगल में कोई बुजुर्ग बैठे हैं, पानी पीना है, बोटल है लेकिन खुल नहीं रही है, हमारा ध्यान जाता है, हम तुरंत उसको खोल देते हैं, हमें संतोष मिलता है। यानि किसी के लिए जीने का आनंद कुछ और होता है।

मैंने एक परंपरा विकसित करने का प्रयास किया है कि प्रधानमंत्री बनने के बाद, जब मैं मुख्यमंत्री था तब भी किया करता था, किसी university के convocation में जाता हूं, तो मुझे बुलाने वालों से मैं आग्रह करता हूं कि आप उस university के नजदीक में कहीं सरकारी स्कूल हो, झुग्गी-झोपड़ी के गरीब बच्चे पढ़ते हो, आठवीं, नौंवी, दसवीं के, तो वो मेरे 50 special guest होंगे और उस convocation में उनको जगह दीजिए, उनको बैठाइये, उनको निमंत्रित कीजिए और वो आते हैं। मेरे मन में रहता है कि बच्चे अपना टूटा-फूटा जैसा भी है स्कूल, पढ़ रहे हैं। लेकिन convocation में आते हैं तो देखते हैं कि कोई बहुत बड़ा robe पहनकर ऊपर आ रहा है, cap पहनी है और सब लोग उसको कोई certificate दे रहे हैं, उसके भीतर एक सपना जग जाता है। एक बीज बोया जाता है कि एक दिन मैं भी वहां जाऊंगा और मैं भी कभी प्राप्त करूंगा। शायद class room में जितना होता है, उससे ज्यादा उससे होता है।  कहने का तात्पर्य यह है हमारे कुछ ऐसी चीज होती है, जिसके कारण हम बहुत सी बातें इसको हम कर सकते हैं। मैंने, हमारे आनंद जी यहां बैठे हैं, एक बात हमेशा मार्क की है और वो भी मेरे मुख्यमंत्री काल से अब तक, मैं कभी गुजरात के विकास के लिए, investment के लिए मिलने जाता था, उद्योगपतियों की मीटिंग  करता था यह सज्जन कभी भी उस संबंध में न सवाल पूछते थे, न चर्चा करते थे। वो हमेशा कहते थे साहब, सामाजिक कामों में क्या-क्या हो सकता है। अब यह जो temperament है यह temperament समाज की, देश की बहुत बड़ी ताकत होता है और आज यह आखिर इस कार्यक्रम में जुड़ने से मुझे संतोष और आनंद क्यों हो रहा है। मैं सोशल मीडिया से जुड़ा हुआ इंसान हूं, इसलिए मुझे जो information परोसी जाती है, मैं information का शिकार नहीं हूं, जो information मुझे चाहिए मैं खोज करके लेता हूं और उसके कारण मुझे नई चीज़ मिलती है। और वो आज टेक्नोलॉजी का प्लेटफॉर्म मुझे provide करता है, उसमें भी मैंने देखा है कई बच्चे, कई नौजवान इतना काम करते हैं, तीन लोगों का ग्रुप, चार लोगों को ग्रुप, saturday, sunday चले जाएंगे। गांवों में जाएंगे, कहीं बस्ती में जाएंगे, लोगों के बीच में रहेंगे, कभी बच्चों को पढ़ाएंगे, करते रहते हैं। यानि खास करके भारत के वर्तमान में 25 से 40 के बीच की जो पीढ़ी है, उसमें यह सहज भाव पैदा हो रहा है, दिखता है, लेकिन इसमें अगर सामूहिकता जुड़ती है, तो वो एक ताकत के रूप में उभर करके आता है। उसको हम कहीं न कहीं एक मिशन के साथ जोड़ दें। structure व्यवस्था की जरूरत नहीं है। एक मिशन के साथ जोड़ दें, एक प्लेटफॉर्म हो, वो लचीला हो, हर कोई अपनी मर्जी से करता हो, लेकिन जो करता हो, वो कहीं न कहीं जमा होता जाए, परिणाम जमा होता जाए, तो परिवर्तन भी नजर आना शुरू हो जाता है। और यह बात निश्चित है- भारत की तकदीर, तकनीक में है। जो टेक्नोलॉजी आपके पास है, वो हिन्दुस्तान की तकदीर को ले करके बैठी हुई है। इन दोनों को मिला करके कैसे काम कर सकते है। कोई एक माली हो, खुले मैदान में ऐसे ही बीज छोड़ दे, मौसम ठीक हो जाएगा तो पौधा भी निकल आएगा, फूल भी निकल आएंगे, लेकिन किसी को भी वहां जा करके उसकी तरफ देखने को मन नहीं करेगा, लेकिन वही माली बड़े organized  way में, इस colour के फूल यहां, इतने साइज के यहां होंगे, इतने ऊंचाई के यहां होंगे, यह यहां होगा, यह ऐसा दिखेगा, ऐसा कर करके उन फूलों को करता है, तो वो बगीचा हर किसी के आने-जाने की प्रेरणा का कारण बन जाता है, कारण? उसने बड़े organized  way में ढंग से काम किया है, एक व्यवस्था के तहत काम किया है। हमारी यह जो बिखरी हुई सेवा शक्ति है और मैं देख रहा हूं कि इन दिनों सोशल स्टार्टअप का एक युग शुरू हुआ है। और जो बच्चे मिलते हैं न तो पूछते है कि क्या करते हो, तो बोले अरे साहब बस कर लिया। मैंने देखा था बैंगलोर में एक लड़का वो आईटी प्रोफ़ेशन  में था, कहीं मैंने सोशल मीडिया में देखा था, वो driving करता है, बोला दिन में तीन-चार घंटे driving करता हूं, क्यों? बोले गरीबों को ले जाता हूं, काम करता हूं, मदद करता हूं, अस्पताल ले जाता हूं लोगों को, मुझे अच्छा लगता है।

मैंने ऐसे ऑटो-रिक्शा वाले देखें हैं, जिनके ऑटो के पीछे लिखा होता है कि अगर आपको अस्पताल जाना है तो मुफ्त में ले जाऊंगा। मेरे देश का गरीब ऑटो-रिक्शा वाला। अगर मान लीजिए उसको उस दिन उसको छह लोग ऐसे मिल गए, जिनको अस्पताल ले जाओ, तो उसके तो बच्चे भूखे मरेंगे, लेकिन उसको चिंता नहीं है, वो बोर्ड लगाता है और ईमानदारी से करता भी है। तो यह मूलभूत स्वभाव इंसान के भीतर पड़ा हुआ होता है किसी के लिए कुछ करना है और वही है - "मैं नहीं हम" । इसका मतलब यह नहीं है कि मैं को खत्म कर देना है, हमें मैं का विस्तार करना है। स्व से समष्टि की ओर यात्रा करनी है। आखिरकार व्यक्ति अपना कुनबा क्यों बढ़ाता है। बृहत परिवार के बीच आनंद क्यों अनुभव करता है। यह बृहत परिवार से भी बृहत परिवार मेरा पूरा समाज, मेरा पूरा देश, यह अपने आप में एक ताकत बन जाता है। इसी भाव को ले करके आज सर्विस का भाव ले करके आईटी टू सोसायटी की यात्रा है यह,  एक तरफ आईटी टू सोसायटी है तो आईआईटी टू सोसयटी भी है। तो उस भाव को ले करके हमें चलना हैं। मैं चाहूंगा कि सात-आठ स्थान पर मुझे बात भी करनी है तो बातचीत शुरू करें। 

हमारे देश में जनरल छवि ऐसी है धन्नासेठों को गाली देना, व्यापारियों को गाली देना, उद्योगपतियों को गाली देना, फैशन हो गया है। पता नहीं क्यों हुआ है, मैं हैरान हूं इससे। और मैं इसका घोर विरोधी हूं। देश को बनाने में हर किसी का योगदान होता है। आज यह देखा तो पता चलेगा कि इन सारी कंपनियों ने अपने CSR के माध्यम से, सारी व्यवस्था से अपने brilliant स्टाफ को कहा कि चलों पांच दिन तुमकों सेवा के लिए जाना है, तो जाओ, तुम्हारी नौकरी चालू रहेगी, छोटी चीजें नहीं है। सामान्य जीवन में बहुत बड़ा contribution है। लेकिन आज जब एक प्लेटफॉर्म पर आया तो सबकी आंखे खुल जाएगी। अच्छा देश के हर कौने में हमारे देश के लोग ऐसा-ऐसा काम कर रहे हैं। यह जो सामूहिकता की ताकत बहत बड़ी होती है। मुझे लगता है कि यह जो प्रेरणा का जो आधार है We, उसमें भी यह Self और Service वाला जो हमारा एंगल है, वो बहुत बड़ा रोल प्ले करेगा और आप communication world के लोग हैं, Technology world के लोग हैं और आप बड़ी आसानी से इन चीजों को तैयार कर सकते हैं तो उसका  impact भी बहुत हो सकता है, reach भी बहुत हो सकती है और आप उन चीजों से जुड़े हुए हैं जो low cost होती है। तो उसको  जितना ज्यादा हम करेंगे, हम प्रेरणा का कारण बनेंगे। और हमारे इन प्रयासों से अधिकतम लोगों को प्रेरणा मिलेगी और एक ही कितने ही फूल कहां-कहां मिले हैं लेकिन जब गुलदस्ता बनता है तो उसका आनंद कुछ और होता है। मैं समझता हूं आज इन सेवावृतियों का गुलदस्ता बनाने का काम हुआ है। आज यहां पर इस प्रयास से, सेवा भाव से, अपने आप को खपाने वाले, नये-नये क्षेत्रों में काम करने वाले लोग और वो भी हमारी नौजवान पीढ़ी कर रही है। भारत माता को गर्व होता होगा कि मेरे देश के अंदर ऐसे भी फूल खिले हैं जो सुगंध फैलाने का काम निरंतर करते रहते हैं। अनेकों की जिंदगी बदलने का काम करते रहते हैं।

मैं सभी उन नौजवानों को हृदय से बहुत-बहुत बधाई देता हूं, जिन्होंने इस काम को बड़े मनोयोग से किया है, जी-जान से किया है। मैं उन सभी कंपनियों का अभिनंदन करता हूं कि उन्होंने अपने आर्थिक विकास के साथ-साथ उन्होंने सामाजिक जिम्मेदारियों के लिए भी अपनी व्यवस्थाओं का उपयोग किया है अपने talent का उपयोग किया है। हमारे देश में देश को आगे बढ़ाने के लिए जन-जन की भागीदारी अनिवार्य है। सवा सौ करोड़ देशवासी आगे बढ़ाना तय कर लेंगे, तो दुनिया की कोई ताकत नहीं है जो हिन्दुस्तान को पीछे रख सकती है। हिन्दुस्तान को आगे आना है। सवा सौ करोड़ देशवासियों की शक्ति से आगे आना है और सही दिशा में आगे जाना है। हरेक की अपनी-अपनी दिशा से परिणाम नहीं आता है, सब मिला करके एक दिशा पर चलते हैं तब जा करके परिणाम आता है और मैं बहुत आशावादी व्यक्ति हूं। चार साल के मेरे छोटे से अनुभव से मैं कह सकता हूं कि देश अब तक आगे क्यों नहीं हुआ? यह मेरे लिए सवाल है, मेरे मन में यह सवाल नहीं है कि देश आगे बढ़ेगा या नहीं बढ़ेगा? मेरा विश्वास है कि देश बहुत आगे बढ़ेगा। विश्व में सारी चुनौतियों को पार करते हुए हमारा देश अपना स्थान बना करके रहेगा इस विश्वास के साथ मैं इस कार्यक्रम की योजना के लिए सबका धन्यवाद करता हूं। आप सब बड़ी संख्या में आए और मुझे इतने लम्बे अरसे तक आप सबको सुनने का आपसे बात करने का मौका मिला।

राष्‍ट्रीय स्‍वच्‍छ गंगा मिशन और यूएन हैबिटेट ने विश्‍व शहर दिवस 2018 के अवसर पर ‘अर्बन कैफे: रिवर फॉर हैबिटेट’ पर नीति वार्ता का आयोजन किया

राष्‍ट्रीय स्‍वच्‍छ गंगा मिशन ने यू.एन. (हैबिटेट) के साथ भागीदारी में कल विश्‍व शहर दिवस, 2018 के अवसर पर नई दिल्‍ली में ‘अर्बन कैफे: रिवर फॉर हैबिटेट’ पर नीति वार्ता का आयोजन किया। इस क्षेत्र के विशेषज्ञ मानव सभ्‍यता- हमारे शहर, हमारी अर्थव्‍यवस्‍था,  हमारे दैनिक जीवन के विभिन्‍न पहलुओं के नदियों से गहरे संबंधों तथा स्‍वस्‍थ नदी पारिस्थितिकी के रखरखाव की चुनौतियों और इनसे निपटने के तरीकों के बारे में विचार-विमर्श करने के लिए एकत्र हुए।
जल संसाधन, नदी विकास और गंगा संरक्षण मंत्रालय के सचिव श्री यू. पी. सिंह ने उद्घाटन सत्र को संबोधित करते हुए आधुनिक समय में लोगों के नदियों के साथ कमजोर हो रहे संबंधों और अधिकांश नदियों की बुरी स्थिति के बारे में चिंता जाहिर की। उन्‍होंने कहा कि गैर उपचारित औद्योगिक अपशिष्‍ट को नदियों में बहने की अनुम‍ति नहीं दी जानी चाहिए। बाढ़ आने वाले मैदानों में ठोस अपशिष्‍ट नहीं डाले जानी चाहिए। कृषि में जल उपयोग की दक्षता बढ़ाने और भू-जल के निष्‍कासन को कम करने पर ध्‍यान दिया जाना चाहिए। इससे नदियों का स्‍वास्‍थ्‍य बेहतर करने में मदद मिलेगी।
इस अवसर पर स्‍वच्‍छ गंगा मिशन के महानिदेशक श्री राजीव रंजन मिश्रा ने गंगा की सफाई के लिए उनके संगठन द्वारा किए जा रहे उपायों के बारे में जानकारी दी। उन्‍होंने कहा कि आज हम शहरीकरण के साथ-साथ नदियों की चुनौती का भी सामना कर रहे हैं। गंगा की मुख्‍य धारा में किए गए सर्वेक्षण में इस नदी में सीवेज/औद्योगिक प्रदूषण फैलाने में योगदान देने वाले 97 शहरों की पहचान की गई है। इन मुद्दों से निपटने के लिए राष्‍ट्रीय स्‍वच्‍छ गंगा मिशन द्वारा किए गए उपायों के बारे में जानकारी देते हुए उन्‍होंने कहा कि एक शहर, एक ऑपरेटर, हाइब्रिड एन्‍युइटी मॉडल, सीवरेज बुनियादी ढांचा परियोजनाओं के 15 वर्षीय परिचालन और रखरखाव शुरू किए गए हैं। उन्‍होंने 07 आईआईटी के कन्‍सोर्टियम द्वारा विकसित शहरी नदी प्रबंधन योजना के बारे में जानकारी देते हुए इस बात पर जोर दिया कि लोगों और नदियों के मध्‍य जुड़ाव बहुत आवश्‍यक है क्‍योंकि नदियों के स्‍वास्‍थ्‍य की निगरानी करने के लिए हितधारकों के रूप में समुदाय को शामिल करने की जरूरत है। उन्‍होंने इस संबंध में जिन महत्‍वपूर्ण मु्द्दों की ओर इशारा किया है जिनमें बाढ़ मैदानों के अतिक्रमणों का प्रबंधन, शहर निर्दिष्‍ट शहरी प्रबंधन योजनाओं को विकसित करना, आर्थिक रूप में नदी सेवाओं का मूल्‍यांकन, गंगा में जैव विविधता को संरक्षित करना, भू-जल रिचार्ज को बनाए रखना, सभी हितधारकों के साथ स्‍वच्‍छ गंगा मिशन का सहयोग और समन्‍वय तथा जन भागीदारी शामिल हैं।
वित्‍त मंत्रालय की आर्थिक मामलों के विभाग के मुख्‍य आर्थिक सलाहकार श्री संजीव सान्याल ने कहा कि बाढ़ के मैदानों की रक्षा के लिए हमें उनके आस-पास रहने वाले लोगों के साथ जुड़ाव कायम करके इनके उपयोग के लिए पर्यावरण रूप से संवेदनशील तरीकों का पता लगाने की जरूरत है।
संयुक्‍त राष्‍ट्र आवासीय समन्‍वयक और भारत में यूएनडीपी प्रतिनिधि श्री यूरी अफनासेव ने कहा कि इस देश के लिए इस शताब्‍दी में पानी की कीमत इसी तरह है जैसे बीसवीं शताब्‍दी में तेल की थी। पूरी दुनिया में हमारे पूर्वजों ने नील, डेन्‍यूब, राइन, वोल्‍गा और गंगा का मां के रूप में उल्‍लेख किया है। राष्‍ट्रीय स्‍वच्‍छ गंगा मिशन के एकीकृत दृष्टिकोण का भारत के अन्‍य न‍दी प्रबंधन प्राधिकरणों द्वारा भी अनुपालन किए जाने की जरूरत है। यूएन हैबिटेट इंडिया के कंट्री मैनेजर श्री हितेश वैद्य ने उद्घाटन सत्र में कहा कि हमें चुनौतियों को समाधान में और समाधानों को अवसरों में बदलने के तरीकों का पता लगाना चाहिए।
पैनलिस्टों ने नदी और अर्थव्यवस्था के बीच महत्‍वपूर्ण संबंधों के बारे में जोर दिया। नदी और नदियों के बेसिनों को राष्‍ट्रीय पूंजी या परिसंपत्ति के रूप में देखा जाना चाहिए। उन्‍होंने नदियां जहां शहरों में  प्रवेश करती हैं और बाहर निकलती हैं वहां शहरी नदी योजना विकसित करने पर जोर दिया। घाटों के महत्‍व पर जोर देते हुए विशेषज्ञों ने कहा कि घाट न केवल जनता को नदी से जोड़ते हैं बल्कि लोगों की सुरक्षा को भी बढ़ावा देते हैं। विशेषज्ञों ने हमारी नदियों के पारिस्थितिकी तंत्र को बहाल करने के लिए महत्वपूर्ण तत्वों के रूप में जन भागीदारी पर जोर दिया।

गृह मंत्रालय ने लखनऊ के लिए 194.44 करोड़ रुपये की सुरक्षित नगर परियोजना को मंजूरी दी

गृह मंत्रालय ने निर्भया कोष योजना के अंतर्गत लखनऊ के लिए 194.44 करोड़ रुपये की सुरक्षित नगर परियोजना को मंजूरी दी है। यह परियोजना केंद्र प्रायोजित होगी और इसमें 60:40 अनुपात में केंद्र और राज्य राशि लगाएंगे।

यह स्वीकृति 8 चयनित शहरों – मुंबई, दिल्ली, कोलकाता, चेन्नई, बैंगलुरू, हैदराबाद, अहमदाबाद तथा लखनऊ में सुरक्षित नगर परियोजनाओं को लागू करने की योजना के भाग के रूप में दी गई है। इसका उद्देश्य निर्भया कोष के अंतर्गत सार्वजनिक स्थानों पर महिलाओं की सुरक्षा व्यवस्था को मजबूत बनाना है। यह परियोजना महिला और बाल विकास मंत्रालय, शहरी विकास मंत्रालय, इलेक्ट्रॉनिक्स और सूचना प्रौद्योगिकी मंत्रालय, संबंधित शहरों की महापालिकाओं तथा पुलिस आयुक्तों और सिविल सोसायटी संगठनों के परामर्श से लागू की जा रही है।

लखनऊ के लिए सुरक्षित नगर परियोजना को उत्तर प्रदेश पुलिस लागू करेगी और महापालिका और शहर परिवहन प्राधिकरण द्वारा इसमें सहायता दी जाएगी। लखनऊ में सुरक्षित नगर परियोजना के निम्नलिखित महत्वपूर्ण घटक हैं :

1. एकीकृत स्मार्ट नियंत्रण कक्ष की स्थापना
2. महिलाओं द्वारा शिकायत दर्ज करने में सहायता के लिए पिंक आउट-पोस्ट(चौकियों) (पूर्णतः महिला पुलिस द्वारा संचालित) की स्थापना
3. महिला पुलिस का पिंक पेट्रोल(गश्त)
4. परामर्शदाताओं के साथ सभी थानों में महिला हेल्प डेस्क स्थापित करना
5. वर्तमान आशा ज्योति केंद्र को सुदृढ़ बनाना
6. कैमरा सहित बसों में सुरक्षा उपायों को लागू करना
7. अप्रिय घटना की संभावना वाले क्षेत्रों की प्रकाश व्यवस्था में सुधार
8. पिंक शौचालयों की स्थापना
9. एकल एमर्जेन्सी नम्बर के साथ महिला शक्ति – हेल्पलाइन का एकीकरण

लखनऊ के लिए सुरक्षित नगर परियोजना में लैंगिक समानता के बारे में प्रचार प्रसार समुदाय और सिविल सोसायटी संगठनों के सहयोग से करने का प्रावधान है।
